General provisions
The content of the general terms of use (hereinafter: terms of use) refers to the terms of use of the website and services of the Spatial Information System (hereinafter: PIS) and represents a legally valid and binding agreement between the operator and PIS users.
The PIS administrator is the Ministry of Natural Resources and Spatial Planning, which, with the help of state bodies, local community bodies, public service providers and other public authorities, performs the tasks of establishing, preparing, managing, maintaining and monitoring the use of the PIS website and services.
In order to provide users with the best possible user experience, the administrator is responsible for the constant updating of the PIS.
The PIS administrator reserves the right to change any part of the website and delete any part of the content without prior notice.
Definitions
A registered user is any registered person with a qualified digital certificate who has an assigned role in the PIS.
A user is any person who visits the PIS website and uses the services offered in any way.
Use is granted to an indefinite number of users who use the PIS in accordance with these conditions of use and other instructions of the PIS administrator.
Disclamer
The data published on PIS is of an informative nature, except for the data from the collection of spatial acts and the database on the construction of facilities. Informative nature means that the PIS administrator does not assume any responsibility for the correctness and completeness of the data and that only the data and texts of the acts published in the said databases are legally valid. Spatial acts are published in the official gazette by publishing the textual part and the graphic part by indicating the identification number under which it is fully published on PIS. Spatial acts are stored in an analogue form at the draftsperson’s headquarters, and in digital form on PIS and at the draftsperson’s headquarters. In the event of differences between the analogue or digital form of the spatial plan, the version published in the official gazette shall be deemed valid. If differences appear in the graphic part of the spatial implementation act or accompanying material, the version published on PIS shall be deemed valid.
Although we act with the utmost care in collecting the information we publish on PIS and take steps to ensure its correctness and timeliness, our criminal and civil liability for factual and legal errors in the information is completely excluded and we are not responsible for any direct or indirect damage or inconvenience which could arise to the user due to the use of any incorrect or inaccurate information that might be found on PIS.
We recommend that the user checks the data with the competent authority or in the Official Gazette of the Republic of Slovenia if they intend to base an important or even irreparable decision on the data published on our pages.
In no event shall we be liable to any user for any direct or indirect damage or inconvenience (loss of profit, business risk, loss of software or other data equipment) that may occur to the user due to technical problems or an inability to use PIS or connections located thereon.
PIS contains links to other websites of public administration bodies and other legal entities for which we do not accept any responsibility for the content, form and changes made to these pages, as well as for their possible policy towards website visitors. These contents are not subject to these terms of use and disclaimer.
The contents of the disclaimer may be changed at any time without prior notice and the consent of the users.
Qality of spatial data
Spatial data that is available for use through PIS graphic insights is data sourced from collections of spatial acts and databases on the construction of facilities, as well as data that has been taken over on PIS from the collections of other administrators.
Data on the areas of state spatial planning acts is taken from the documentation prepared in the preparation and implementation procedures. They are determined on the basis of cadastral and topographic data of different levels of accuracy and shown on regulatory and cadastral situations of different criteria. Where the parcel boundary coincides with the boundary of the area, it assumes the positional accuracy of the land cadastre. Where the boundaries do not coincide, the positional accuracy of the area boundary is determined on the basis of the assessment of the responsible spatial planner and the responsible surveyor.
Data on the intended use of space is taken from the documentation prepared in its preparation and implementation procedures. An individual municipality is responsible for the substantive interpretation of this data. The boundaries of land use are originally determined in accordance with data of different levels of accuracy (cadastral and topographic data, data on actual land use from the records of actual use of agricultural and forest land, data on legal regimes and orthophotos) and shown on the land cadastre at a scale of 1: 5000. The positional accuracy of the boundaries depends on the accuracy of the data or the bases on which they were determined.
Data from the database on the construction of facilities is submitted on PIS by the competent administrative authorities. Through PIS services, building and use permits are available which became final after 1 June 2015 and have a known spatial location, as well as applications for the start of construction and pre-decree issued.
Use of information
Unless expressly provided otherwise for individual information, all information and other creations to which the user has access to PIS is information of a public nature and free of special copyright protection and is given for free use to all users provided that the user correctly summarises the content with website, indicating the source, the date of receipt and possible authorship.
The exception does not apply to official texts from the legislative and administrative field, which are considered as unprotected creations under the Copyright and Related Rights Act and can be used, summarised or cited without citing the source.
A user who acts in contravention of the above provisions is criminally, compensatorily and otherwise liable for the consequences.
Use of PIS
There are no age restrictions for using the PIS website.
Use of the website is intended for the user's own use.
Logging in to the user account of another person on PIS is not allowed, for which the registered user guarantees with full liability and assumes passive legitimacy in the event of a dispute.
In order to ensure the quality use of PIS, the user undertakes to follow all instructions and other rules of use published on PIS when accessing and using it.
Users undertake not to:
- distribute copyrighted content contained in the PIS;
- attempt to obtain, collect and/or store the personal data of other users;
- use computer codes, malicious programs or anything that could interfere with, disable or harm the PIS, the PIS administrator and the said administrator’s software and hardware;
- use the PIS for unlawful conduct or to encourage a third party to do so;
- broadcast or transmit to the PIS any discriminatory, defamatory, harassing, defamatory, obscene, pornographic or otherwise illegal content;
- use PIS for impersonation;
- send to PIS, forward by e-mail or in any other way - to download content which they have no legal basis to download;
- modify, damage or delete any content submitted or contained on PIS;
- intentionally disrupt or interrupt the normal flow of communications in any direction between users and PIS;
- refer to a business relationship or to represent any business entity, entity or other organisation for which they do not have the authority to have such a business relationship or representation;
- broadcast or transmit unsolicited advertising, promotional or similar harassing content.
Purpose of processing and protection of personal data
All data provided by the user will be unconditionally protected in accordance with the Personal Data Protection Act (ZVOP-1, Ur.l.RS No. 94/2007-UPB1 and 177/20).
Under no circumstances will the administrator use the transmitted data without the user's consent, transmit it in any way or make it available to third parties or institutions, except when justified by the purpose of PIS and in cases provided by law.
The user may at any time check, subsequently change or delete personal data provided at the time of registration or later at the request of the administrator.
If you believe that your rights regarding personal data have been violated in any way, or if you wish to exercise the rights to supplement, correct, block, delete and object to the exercise of an individual's rights to his or her own personal data, you may contact us via the customer support form.
Availability
As a rule, PIS is available 24/7, every day of the year. The administrator reserves the right to brief interruptions of access to PIS for technical reasons. For reasons related to the maintenance or replacement of equipment, the operator also reserves the right to prolonged interruptions in access to PIS. The administrator does not guarantee access to PIS in the event of network outages, errors, other technical disturbances or interruptions (power supply, etc.) and in the event of force majeure.
Means of access
Access to the PIS website is public and does not require registration or login. To access the PIS service part, the user must log in with a qualified digital certificate or mobile identity smsPASS issued for a natural person by the issuers SI-TRUST (SIGEN-CA, SIGOV-CA, smsPASS), POŠTA @ CA, AC NLB and Halcom -CA. The user logs in with the SI-PASS online login and e-signature service.
Any changes in the use of content and the method of access to PIS will be published by the operator on the PIS website.
Technical recommendations to users
PIS is tested for use on Chrome web browsers (version 45 and higher), Mozilla Firefox (version 41.0 and higher), Internet Explorer (IE9 and higher), Edge, Safari (version 8 and higher) and Opera (version 33 and higher).
PIS also works using older versions of browsers such as Chrome (version 38 and higher), Mozilla Firefox (version 30.0 and higher), Internet Explorer (version 8.0 and higher), Safari (version 10.6 and higher), and Opera (version 10). and higher), but when using older versions of browsers, some of the technologies used may be compromised or not supported, which can significantly limit or disable individual system functionalities.
The user needs Adobe Acrobat Reader to view and print some published documents. The application is available online and is free for personal use. To view web pages, the user does not need other software add-ons, and to use some functions, he must have JavaScript enabled, which is already built into the web browser.
PIS is ready to be displayed on screens with a resolution of 1024x768 pixels or more. PIS is specially adapted for use by blind and partially sighted and deaf and deaf-mute users. It can also be used by dyslexics by choosing a specific display theme.
Violation of the terms of use
The PIS administrator reserves the right to deny access to PIS services to registered users who violate the terms of use or act contrary to them.
If users cause any damage to the administrator by their actions, they are fully morally, materially and criminally liable for it.
Report any violations in the use of the module by other users to the PIS administrator via the customer support form or in writing to the Ministry of Natural Resources and Spatial Planning, Dunajska cesta 48, SI-1000 Ljubljana.

All photos on the central website are obtained from the Unsplash website, except for the image for the DPN for the Brezovica connection on the AC section Ljubljana-Vrhnika, which is obtained from the collection of spatial acts.

Changes and amendments to the general terms and conditions
The administrator may change and amend the existing terms of use without prior notice or the consent of the users.
