The spatial information system comprises digital services of national administration. The system combines and simplifies access to territorial information and explanations of content from the field of spatial planning and construction, current information on spatial planning documents procedures and procedures in the field of construction, databases and graphical tools providing access to relevant data and digital services which enable e-commerce in public administration.

The system consists of four main sets of digital services, complemented by spatial databases and interactive graphical viewers.

Spatial information system website

 

Access to information on spatial planning and construction procedures and specialized interactive guides, tutorials and frequently asked questions are all available through one-stop-shop style web portal.

 

Public participation is enabled in the spatial planning documents preparation processes as well as in building permit procedures. The system enables monitoring of procedures by enabling access to relevant data and documentation and electronic submission of comments and suggestions during public consultations. The system is also capable of opt-in notifications for end users.

 

Web portal provides users with public access to various collections within the fields of spatial planning and construction. Strategic and spatial planning documents in the competence of state, regions and municipalities as well as administrative acts in the field of construction are available.

 

Data on the planned land use and legal statuses can be accessed by thematic graphical viewers.

 

The following databases are also available to users through the website:

  • regulations database;
  • competencies database;
  • national spatial order;
  • database of reports and expert bases;
  • list of databases on legal regimes.

Users participating in spatial planning and construction procedures can access ePlanning (ePlan) and eConstruction (eGraditev) systems via Territorial Information System (PIS) website with a certificate, issued by a qualified trust service provider.

E-commerce in the field of spatial planning

 

Digital services within ePlan enable e-commerce in the field of spatial planning. It serves as a common planning platform for planning authorities, spatial planners, other planning stakeholders, the Ministry of Natural Resources and Spatial Planning and the public.

 

The data is permanently stored in spatial planning documents database, available to users to the extent allowed by their role in the planning process. The spatial planning documents database is designed for individuals as well as for potential investors, planners, administrative workers and other users who may benefit from ePlan in their work.

 
ePlan provides:
  • implementation of activities in the spatial planning procedures (e.g. submission of applications and documentation, verification of the adequacy of submitted documents);
  • communication among participants within procedures;
  • public inspection over spatial planning procedures and adoption of documents;
  • submission of comments and suggestions during public consultations;
  • access to basic data regarding spatial planning documents (e.g. official publications, graphical data, links among spatial acts);
  • other supporting functions (e.g. monitoring time schedules).

E-commerce in the field of construction

 

eGraditev enables e-commerce in the field of construction. Investors, planners, stakeholders, administrative and inspection bodies, municipalities, the Ministry of Natural Resources and Spatial Planning and the public are users of this system.

 

Data and documentation collected through the system is available to users to the extent allowed by the role of their profession. Gathered data is available to citizens, potential investors, planners, administrative staff, inspectors and other interested stakeholders.

 

eGraditev provides:

  • assistance in preparation of project documentation;
  • submission of applications for obtaining project conditions and opinions;
  • submission of applications in administrative procedures for construction;
  • registration of start of construction;
  • payment of administrative fees and taxes;
  • processing of applications and feedback deliveries from administrative bodies and stakeholders;
  • monitoring of procedures;
  • public inspection over documentation of integrated building permit procedures;
  • other supporting functions (e.g. notifications from monitoring of procedures, expiration dates).

The register of building land

 

The construction/building land register provides data needed for planning of new building land and regulation, evaluation and implementation of land policy measures, including taxes on existing building land.

 

The building land register contains data on built-up and undeveloped land, development levels of undeveloped building land and on the actual use of land.

 

Built-up land database contains construction plots for buildings, accompanying building land, public road and railway infrastructure and other civil engineering structures.

 

Underdeveloped land is classified according to its development potential. The level of development potential of undeveloped land depends on the regulation of land by spatial planning documents, related regulations and other general acts, its equipment with public infrastructure and the existence and status of legal regimes on it.

 

The registers are established by the municipalities, the technical conditions for keeping the building land registers database at the national level are provided by the Ministry of Natural Resources and Spatial Planning.

Monitoring the state of spatial development

 

Services of spatial development observation and monitoring determine and present territorial trends.

 

This set of services contains territorial indicators, infographics and a collection of reports on spatial development. Indicators are accessible by an interactive graphical viewer, which allows the selection of indicators by topics, categories, territorial levels or time periods.

Presentation of the state of physical space

 

The service allows:

  • comprehensive insight into spatial data via interactive graphical viewers;
  • transfer of pre-prepared data for selected areas to own systems;
  • access to metadata descriptions;
  • preparation of spatial information for the selected location.
