The register of building land contains data on built-up and unbuilt-up building land and data on development levels of unbuilt-up building land.
Records of building land are retained for the needs of spatial planning, determining the actual situation in space and for the implementation of land policy measures.
The building land register contains data on building land, specifically built-up and unbuilt-up land and the development stages thereof.
Data from the building land register represents basic data for:
- planning the intended use of space or new building land in the process of preparing municipal spatial acts,
- utility equipment design,
- implementation of land policy measures, specifically for the rehabilitation and provision of an appropriate parcel and ownership structure, the provision of affordable land for living and work, the management of land in the public interest and the assessment of levies on building land,
- valuation of building land,
- registration of a building plot in the land cadastre.
The records of building land retain data regarding:
- land area,
- land characteristics,
- connections with real estate and
- other information required for record-keeping.
Data on building plots of buildings in the building land register is maintained by the Ministry. Other data on built-up land and data on development levels of unbuilt-up building land is maintained by the municipalities. The technical conditions for maintaining the database from the records at the state level are provided by the Ministry. A public procurement is underway for the production of "Information support for the management of data on inhabited land and records of building land" at the national level.
Data from the building land register is maintained on the basis of changes resulting from the adoption of individual or general legal acts in the field of spatial planning, construction or public finance.
Any change in the data on building land must be submitted by the municipality to the building land register no later than three months after its creation. For the needs of maintaining records of building land, the Ministry shall provide the municipality with access to data from the monitoring of spatial interventions.
The establishment of a building land record will take place in several phases. Currently, the first phase has been completed, wherein a proposal for inhabited land and the actual use of inhabited land has been prepared as part of the mass capture of inhabited land.
